1. Holiday pay for long-term relievers during a holiday period

Holiday pay calculation for long-term relievers whose fixed-term employment spans a term break has been brought in line with how holiday pay is calculated for permanent teachers. 

Permanent teachers are paid for all holidays that fall within their period of employment, up to and including term 1 2023, but long-term relievers have only been paid holiday pay based on the days worked in the previous school term. 

In pay period 7, the schools’ payroll system was updated to ensure holiday pay is calculated correctly for long-term relievers.  This means that from term 2 break 2023, long-term relievers (full and part-time) whose employment spans a term break, will receive holiday pay entitlement for the full term break, regardless of the amount of holiday pay they have accrued.  

Backpay for eligible long-term relievers who were underpaid during term 1 break 2023

Long-term relievers employed during term 1, whose employment spanned the first term break and didn’t have enough accrued holiday pay to be paid for the full term break, will receive backpay for the days they were not paid.

These payments will be generated and charged based on the employee(s) employment at the end of term 1 and will show on the school’s SUE report in pay period 8, pay day 11 July 2023. These employees will show on your SUE report as a negative Holiday Pay Unpaid (HPU) and positive Holiday Pay Fixed Term (HPF).

The Ministry of Education’s finance team will process an adjustment so there is no additional charge to either a school’s bank staffing or bulk grant.

2. Community Education Collective Agreement changes applied in pay period 8

New pay rates and any backpay or lump sums due will be paid from pay period 8 to employees who have signed the Community Education Collective Agreement. You'll see the new rates and any backpay or lump sums due in the 1st SUE report on 7 July, with the pay day on 11 July 2023.

3. School Caretakers’, Cleaners’, Canteen and Ground Staff Collective Agreement changes

Collective agreement changes for employees who have signed the School Caretakers’, Cleaners’, Canteen and Ground Staff Collective Agreement will be applied from pay period 8 and lump sums due will be paid in pay period 9.

4. Government Superannuation Fund (GSF) subsidy decrease

For school employees who are members of GSF, the employer subsidy rate will automatically decrease from 16.4% to 13.9% effective from pay period 9 (payday 25 July). The employee/member contribution rate remains unchanged at 6.5%.
