1. Pay rates applied for primary teachers’ employment agreements

Teachers covered by the Primary Teachers’ Collective Agreement will be paid at the new rates from pay period 12 (pay day 5 September). These rates will be backdated to 3 July 2023.
For employees who have signed the new Primary Teachers’ Individual Employment Agreement (IEA), and the change has been made in the IEA change screen in EdPay, the new pay rates will also be applied in pay period 12, backdated to the date they signed the new agreement.

2. Additional payments/lump sums for secondary and area school teachers

Teachers covered by the Secondary Teachers’ Collective Agreement who were union members on 9 August 2023 (date of ratification) will receive the following additional one-off payments in pay period 12 (pay day 5 September):

  • $710
  • $1,500 (pro-rated for part-time and day relief teachers)
  • $5,000 (pro-rated for part-time and day relief teachers).
To receive the union member only additional payments on 5 September, teachers needed to be members of the PPTA Te Wehengarua on 31 July 2023, and bound by Secondary Teachers' Collective Agreement on 9 August 2023 (date of ratification).

Secondary teachers who have signed the new IEA and meet the conditions in section 3 of the IEA will receive a one-off $5,000 payment (pro-rated for part-time and day relief teachers) in pay period 17.

Lump-sum payments for secondary school teachers will be made from the funding code that applied on 9 August 2023 (date of ratification).
 
Where a teacher is employed from a school’s bulk grant or operating funding, the school board is responsible for the payment of any associated costs, including any collective agreement entitlements that arise. This is in accordance with section 580(b) of the Education and Training Act 2020. For more information go to Employing teachers from operational funding – Education in New Zealand

Teachers covered by the Area School Teachers’ Collective Agreement who were union members on 18 August 2023 (date of ratification), will receive the following one-off additional payments in pay period 12 (pay day 5 September):

  • $710
  • $1,500 (pro-rated for part-time and day relief teachers)
  • $5,000 (pro-rated for part-time and day relief teachers).

To receive the union member only additional one-off payments on 5 September, these teachers needed to have been members of PPTA Te Wehengarua or NZEI Te Riu Roa on 31 July 2023, and bound by this agreement on 18 August 2023 (date of ratification).

Area school teachers who sign the new IEA once it is promulgated, will receive a $5,000 payment (pro-rated for part time and day relief teachers). We will keep you updated on the timing for this.

3. New in EdPay

Employees to Review tab

There is a new screen in EdPay called Employees to Review. This is under My School > Administration > Progression.

This screen’s purpose is to remind you of librarians at your school who have been on Grade B Step 7 for 12 months or longer.

As Step 7 is the highest step in Grade B, librarians can’t automatically progress to a higher step. If they should be progressing, then you will need to change them to Grade C in the Job screen in EdPay.

If there are no employees listed on the screen, then there is nothing you need to do.

Rate field now deactivated when starting new employees in non-teaching roles

Support staff who aren’t on the top step of their pay grade are not eligible for salary loading, under the rules of pay equity settlements. Salary loading (code SALLO) is increasing a salary rate above the standard rate in their employment agreement.

This rule has been in place for some time. Previously, if a school entered a higher salary rate then a payroll advisor would contact the school to let them know it couldn’t be applied.

To streamline this process, the Rate field in EdPay has been deactivated so the pay rate can’t be changed when on-boarding new employees in this situation. You’ll see a message under the Rate field saying: “An employee on this grade and step combination is not eligible for salary loading”.

There is nothing you need to do, this is just for your information.

4. Salary assessment portal coming soon

New teachers, overseas teachers and teachers returning to work in the New Zealand state sector have their salaries assessed based on their qualifications and work experience.

The Ministry of Education and Education Payroll have worked with schools to design a salary assessment application portal that is easy to use and fit for purpose. 

In response to feedback from teachers, principals and school payroll administrators, we’re moving from emailed manual forms to online applications.

Documentation requirements are still in place, along with the 15 business day timeframe for processing complete applications, but you will be able to lodge the application online.  We expect the portal to be available in the next month and will let you know when it’s ready to use. 

5. ACC 2023 levy will be deducted on 12 September

Your school’s 2023 ACC levy invoice is available to download from EdPay > Reports tab > ACC EoY report > 2023 invoice.

Your levy amount will be deducted from your account on 12 September 2023. Please make sure there will be enough funds in your account on that date.

Schools must pay an ACC employer levy every year. This covers work-related injuries for school employees whose salary is funded through operational grant funding. The levy amount is based on leviable earnings, and this year the rate has decreased from $0.32 to $0.26 per $100 of leviable earnings.
