News for School Payroll Staff


The first of April is coming up fast where the Government's tax changes often take affect and this is our lead article. Following on is the Easter break and this has pay implications for Non-Teaching Employees.

This issue is packed with some really good "Handy Hints" - advice on issues that often come up such as who can contact their Novopay payroll advisor, resending payslips in NOL, and changing the email where employee's payslip goes and the pay cycle.

1 April tax changes

From 1 April 2017, the ACC Earner's levy will remain the same at 1.39%, but the threshold amount changes. Total earnings not liable for ACC Earner's Levy is increasing from $122,063 to $124,053. The student loan threshold goes up by $1 per week. The rate for the fortnightly threshold has increased from $734 to $736.

The Start of Year screens close 28 March 2017

Please be aware that, from 28 March, the Start of Year Novopay Online screens will be closed until the next SoY period begins late in the year.

The Start of Year Report and the Pay Ending Report will continue to be available throughout the year. You may find these helpful to carry out your day to day payroll activities. For example, you could use the Start of Year Report to check which allowances an employee has; you could use the Pay Ending Report to check if there are any employees in your school that need to be terminated.

Remember, you can continue to use NOL to make employee changes and to carry out other payroll activities throughout the year.

We wanted to say a big "Thank You" to all of you for making this Start of Year our most successful yet. We received over 67,000 Novo forms over the period, and we have answered over 26,000 calls from the beginning of January.

Easter pay for non-teaching employees

For your 52 week employees covered by the following three collectives: Caretakers and Cleaners, Ground staff and Support Staff. You may need to submit an annual leave booking for Easter Tuesday if they are not working on Easter Tuesday (18 April) and the employee is accumulating five weeks annual leave. We have included extracts from the relevant employment agreements below for clarification:

Caretakers and Cleaners

Employees who have completed 10 years current continuous service are not entitled to Easter Tuesday as an additional paid holiday in their 11th year of work and beyond. This is set out in the collective agreement, Clause 5.5.6(a). This day must be booked as annual leave if the employee is not working on that day.

Ground staff

Employees who have completed 10 years current continuous service are not entitled to Easter Tuesday as an additional paid holiday in their 11th year of work and beyond. This is set out in the collective agreement, Clause 5.2.5(a) This day must be booked as annual leave if the employee is not working on that day.

Support Staff

6.3.7(b) Employees entitled to five weeks annual leave under this clause, shall no longer be entitled to the day after Boxing Day (where provided for in the collective agreement) and Easter Tuesday as additional paid holidays (as outlined in clause 4.1.2.). Notwithstanding clause 6.3.1, employees agree to take the day after Boxing Day and Easter Tuesday as paid annual leave days.

Handy Hints

Handy Hint No 1: Do you know who can contact your Novopay Payroll Advisor?

Only Authorised Users can access the Novopay Service i.e. your Novopay Payroll Advisor and NoL. Please do not ask your staff to contact us directly. If necessary you can forward a query on your staff's behalf.

Authorised Users are the people within schools who have been delegated authority to carry out payroll activities.

A school can have as many Authorised Users as needed.

The responsibilities of individual Authorised Users will vary between schools.

Access types

  • There are four different access levels in Novopay.
  • You can choose who should be in each group.
  • Your access type defines what you can see and do in Novopay Online.


Handy Hint No 2 -Did you know that you can re-send payslips in NOL?

Go to: My Reporting > School Reports > Payslip Re-Mail

To re-send employee's previous payslips: Do one or more of the following to search for the employee you want:

  • Type the last name of the employee.
  • Type the MoE number.
  • Select the number of search results you want to view. For example, select "Fifty" if you want to display up to 50 results.

1. Press Enter.

2. Click the email address of the employee you want.

3. Click on the dropdown in the Disbursement field.

5. Click on Send.


Handy Hint No. 3 - To change the email address where an employee's payslip goes:

1. Do one or more of the following to search for the employee you want:

» Type the last name of the employee.

» Type the MoE number.

» Select the number of search results you want to view. For example, select 'Fifty' if you want to

Display up to 50 results.


2. Press Enter.

3. Click the MoE number of the employee you want.

4. Enter the employee's email address and click Change.

5. The email and payslip are resent to the new address, and the new address is updated in the system.

Handy Hint No 4 - The pay cycle.

Cut-off times for pay instructions


  • It is good practice to enter pay instructions in Novopay Online (NOL) as they arise, so that payroll information is kept current and to avoid pay errors
  • Instructions that are entered in Novopay Online are effective immediately unless future dated
  • Some instructions cannot be entered in Novopay Online, and must be submitted using a form

When sending forms to the Novopay Service Centre, you need to allow more time for the instructions to be processed.

Note: Corrections submitted after the cut-off time may be processed, but this cannot be relied upon.
